This method calculates the shipping cost as a percentage of the total cost of the order. This is done by setting the xfixedshippingcost value to a percentage value.
To set up percentage price shipping, you need to set the following Software Configuration options:

If you have specified that there are free shipping products and only those are purchased, then the shipping cost will be zero.
